"We are the Water" was a week-long community celebration and educational experience presented by the Legacy Education Fund, a group that supports place-based education in Routt County schools. The week of free events included three evenings of speakers at Bud Werner Memorial Library, and culminated in a snow drawing on Lake Catamount.

About 50 artists from throughout the Yampa Valley were instructed to "go with the flow" and walk a pattern on the frozen lake that "behaves like a water droplet flowing through the Yampa River." Lake Catamount is a dammed reservoir on the Yampa that is located up-river from Steamboat Springs.The artists created an abstract illustration of the original flow of the Yampa River and its four main tributaries.
